Existing law creates the Breaking Barriers to Employment Initiative Fund, as specified, in the State Treasury. Moneys in the fund are subject to appropriation by the Legislature for the purpose of carrying out these provisions in support of the initiative. Implementation of the initiative is contingent upon the board notifying
the Department of Finance that sufficient moneys have been appropriated by the Legislature for this purpose.
The bill would require the board, unless otherwise stipulated by the Legislature, to develop an administrative cap for state operations to be incorporated into the budget change proposal prior to the next appropriation.
(c)(1)A subcommittee of the California Workforce Development Board consisting of no less than 3 members of the board and 10 members of the public, as described in paragraph (2), shall be appointed by the chair and shall do both of the following:
(A)Review and provide programmatic suggestions to the board staff about the types of vulnerable communities and populations that need assistance regarding grant proposals.
(B)Build awareness and interest in the grant program among community-based organizations.
(2)The subcommittee shall include all of the following:
(A)At least five stakeholders who are not members of the board and who represent mission-driven, community-based organizations and worker centers with experience in providing services to people from disadvantaged populations, such as those identified in Section 14034.
(B)At least three stakeholders who are not members of the board and who represent high road training partnerships or high road construction careers, as defined by the board.
(C)Two stakeholders who are not members of the board and who represent central labor councils.
(3)This subdivision shall become inoperative no later than one year after the date the Legislature
next appropriates moneys to fund this initiative.
(d)
(a)There is hereby created in the State Treasury the Breaking Barriers to Employment Initiative Fund. All moneys in the fund shall be available, upon appropriation by the Legislature, to carry out this article in support of the initiative. Subject to the approval of the Department of Finance, all moneys appropriated, or those collected or received from gifts, bequests, or donations, shall be deposited in the Breaking Barriers to Employment Initiative Fund in accordance with the terms of the gift or donation from which the moneys are derived and in accordance with Sections 8647, 11005, 11005.1, and 16302
of the Government Code.
(b)Unless otherwise stipulated by the Legislature, the California Workforce Development Board shall develop an administrative cap for state operations to be incorporated into the budget change proposal prior to the next appropriation.
